On The Educational Problem

After more than two months of demonstrations, marches, walkouts, educational establishments shots and episodes of violence too amplified in the national press, the Government has delivered a series of proposals, 21 measures specifically, students were quick to reject .

A few days ago I read a column of José Joaquín Brunner, very interesting that I share a lot, but with nuances. Motivated by several students, especially the Middle III College where I work, who constantly harass me about this requirement, I will give my opinion on this delicate matter. I do from my perspective as a teacher who has worked in the three systems of school provision (municipal, private subsidized and paid particular) and has had experience as a student and teacher at state universities (UMCE) and individuals (UCSH, UDP, UNAB USS). Not pretend to know the whole thing, but I have some experience …

In the current scenario, it seems that neither students nor government or ruling party nor opposition, neither the College nor the majority of teachers who have acted in a trench in this area, may agree if the claims are so broad and excessive thematically speaking and government responses, with a high share of improvisation, are also an amplitude that makes you lose focus of what matters.

It seems that here the old adage that “the urgent lose sight of what matters” is a good way to describe the real stumbling block to reach solutions. Continue reading

Incentives for Academic Quality

Juan Manuel Zolezzi, Chairman of the Consortium of Universities of the State of Chile, published a few days ago an interesting article in the newspaper La Tercera on the theme of a recent agreement with the government to encourage the retirement and pensions of the older scholars of our universities. The theme is always complex and interesting to know why your article published in extenso:

The agreement signed between the Consortium of Universities of the State and government to encourage the retirement of academics and officials has caused some controversy. To my knowledge, has not understood the impact that this agreement will improve the quality of education in state universities and therefore the higher education system in the country.

The agreement provides for the payment of a benefit of 935 UF, with state funds, academics in retirement age that are listed on an AFP. This amount will compensate, in part, the amount of your retirement, because, for over 20 years, the State quoted by the total of their earnings. About 2600 teachers will receive this benefit along with 11 salary budget of universities. This will be authorized by law to borrow from private banks. This process is performed according to the law, being monitored by the Comptroller General of the Republic, as with all activities of state universities in Chile. Continue reading

University Policy: A Strategic Crossroads

The recent appearance of the ranking of the 200 “best” universities in the world, published annually by the British magazine Times Higher Education-in which there appears no Chilean university has re-activate the demand for a greater investment of fiscal resources in this sector. In particular, authorities in some of our universities that aspire to be internationally recognized stress the idea that without greater government support is impossible that their institutions can become world class institutions.

This type of approach deserves to be discussed carefully, even if you’re skeptical (like me) about the quality, consistency, rigor and utility of the global rankings and importance usually be granted.

First, it is true that the national budget allocated a reduced amount of resources to higher education and academic research, in fact, one of the lowest among the countries with a level of development similar to ours. However, it does not follow automatically that the government should invest in a few universities who yearn to achieve an international status.

Rather, a balanced strategy for the development of national education should promote, with priority, a substantial and rapid increase in school subsidies for basic and intermediate levels, no amount of effort is being done to extend the coverage and quality of preschool and early care of children. This depends largely on the ability to roll back social inequalities.

At the tertiary level, while the state should be concerned primarily to finance scholarships for talented young people from lower income families and credits for those youth and adults who are unable to finance their studies. Continue reading
